This position is responsible for assisting in the development of NCAA, conference, and institutional policies, legislation, and strategies that impact the Department and Division I NCAA Compliance as the legal and governance landscapes continue to shift. This position serves as a lead for complex interpretations of NCAA rules and problem-solving via waiver opportunities in support of student-athletes and Programs. The incumbent will represent the Department and University on various internal and external committees, will perform a variety of special projects as a member of the senior organizational leadership team, and will develop/provide education to a variety of constituents on compliance issues. This position serves as the primary compliance contact for football recruiting and at least four additional sports.
Responsibilities:
--Provide NCAA and ACC rules interpretations and education to coaches, student-athletes, and administrative staff of Athletics Department and assigned campus units. Oversee education and monitoring of NCAA rules compliance for at least five teams including the Football Recruiting Department. Serve as the Compliance Team Bylaw 13 Recruiting Lead. Additionally, serves as the contact for Fighting Irish Media, Licensing, and Notre Dame Global Partners/Corporate Sponsors.
--Assist the Athletics Chief Financial Officer in creating policy and initiatives related to the University’s fiduciary response to the House Settlement and general support provided to benefit student-athletes. Create and support a system of checks and balances for financial aid, academic, and other expenditures disbursed to student-athletes. Provide NCAA interpretative support related to the House Settlement rosters, the use of athletics scholarships, cap money, the NCAA Student-Athlete -Assistance Fund and other funding sources. Administer the NCAA Student Assistance Fund.
--Advanced knowledge of NCAA rules. Responsible for assisting in complex NCAA interpretations and problem solving for all department units and teams, often seeking assistance from NCAA and Conference peers and benchmarking with other constituents. Additionally serves as a lead for NCAA waivers, particularly related to prospective student-athletes. Assist in the collection of data via form requests and the submission of level III rules violations to the Conference Office and the NCAA.
--Lead internal and external investigations process relative to NCAA violations and assist the Sr. Assoc AD of Compliance in the reporting of level I/II NCAA violations. Participate in NCAA Enforcement inquiries and any resulting Committee on Infractions process, assist the Office of General Counsel and Sr. Assoc AD of Compliance in the response to inquiries, and ensure that penalties are met.
--Oversight of staff responsible for NCAA Rules Education Program. Direct report is responsible for creating and scheduling proactive education opportunities with student-athletes, coaches, staff, university partners, boosters and local businesses. Additionally, support the Sr. Assoc AD of Compliance in general staffing, office support, and strategic initiatives.
Minimum Qualifications:
--Bachelor’s degree (4 years)
--5 to 6 years experience
--Experience working in a Division I NCAA Compliance, Conference, or NCAA Office is required
--Demonstrated experience with Division I Bylaw 13 at a high level
Preferred Qualifications:
--Advanced degree preferred
--Consistent, measurable growth in the industry is strongly preferred
